Appraisers

Rick L. Norris – Certified General Appraiser / Owner.  Rick began his appraisal career with the Muscogee County Tax Assessor’s office in 1987 as a commercial appraiser, defending real property values before the local Boards of Equalization for ad valorem purposes and was a member of the GAAO (Georgia Association of Assessing Officials) from 1987 to 1993.  Rick received his BBA in General Business from Sam Houston State University in December, 1991 with a concentration in finance and became an independent fee appraiser May, 1993 working with Cliatt Appraisal Company.  Rick became a limited partner in Cliatt & Norris Appraisals, LLP in January, 2000 and then formed Norris Appraisal Group, LLC in May, 2009.  He is Qualified as Level II appraiser with the Georgia Department of Revenue, and a Level III appraiser with the Georgia Department of Transportation.  Rick has qualified as an expert witness in both Superior Court and Federal Bankruptcy Court.  Also, Rick is a certified general appraiser in both Alabama and Georgia, and began serving on the Harris County Board of Assessors as a board member and chairman in 2004 through 2015.  Appraisals completed include commercial and light manufacturing properties, condemnation appraisals, estate appraisals, rural acreage, farmland, and residential properties.  Clients include local, state and federal governmental agencies, major area lending institutions, insurance and utility companies, attorneys and individual property owners, with a concentration in commercial appraisals, condemnation and rural acreage properties.

Amberly A. Bullock – Licensed Appraiser.  Amberly began her appraisal career with Cliatt & Norris Appraisals, LLP as an appraisal clerk in March, 2008 later becoming registered as an appraiser in December, 2008 and earning her appraisal license in November, 2011.  Amberly was born and raised in Columbus, Georgia, and attended Columbus Technical College.  Amberly has previously served as a clerical assistant in many appraisals of commercial and acreage tracts but concentrates her practice as a residential appraiser, performing appraisals in Columbus and the surrounding areas of Southwest Georgia and East Alabama.  Amberly joined Norris Appraisal at its formation in May, 2009 and is currently working towards her residential certification as an appraiser.  Amberly is licensed as a residential appraiser in both Georgia and Alabama.  Appraisals completed include single family residential dwellings, residential lots and small rural acreage tracts.
